The first scene shows how election promises are fulfilled (the Government robs at gunpoint one taxpayer to give to another). However, Lodge thinks such disclosure may be a long term policy to improve government stocks (Holyoake speaks with a banner behind him saying, Vote National the honest government), and discredit the opposition (Kirk as a fairy with wings made of promises, Social Credit as Santa Claus, and a voter who says that Mr. Muldoon has told him there are no such things).
