Prime Minister, David Lange cheerfully tosses into an incinerator, documents about the 'Maori Loan Affair' and a resignation from 'Koro' (Minister of Maori Affairs, Koro Wetere. Two people nearby are almost totally invisible in a cloud of smoke called 'confusion' that comes from the burning documents. Refers to the Maori Loans affair when questions were being asked about the management of loans for Maori development.
