The cartoonist is punning on the expression 'two ticks' that are needed on the voting paper in New Zealand general elections under the 'mixed member proportional' electoral system (one tick for a candidate for an electoral seat and the other for a political party of choice). In the cartoon the two ticks are insects and are the main political parties, Labour and National, saying to each other 'We'll vote for ourselves in the electorate and for each other in the party vote ... that way they'll never get rid of us'.
