Top left of the cartoon reads - 'Wellington bus drivers will not be expected to enforce the ban against smoking in public transport. It will be left to the public to enforce the ban.' A passenger who has tried to stop another passenger smoking a cigarette makes the comment about the 'unhealthiness' of this as he returns to his seat with a black eye and reddened nose.
