In a single scene, a tramp labelled W.C.C. (Wellington City Council) knocks at the door of a house, where Prime Minister Keith Holyoake, Deputy Jack Marshall and Finance Minister Robert Muldoon look with dismay at an empty cash box and a lot of bills and committments. The City Council proposed talks with the Government to augment its revenue from sources other than rates.
