Published in the Evening Post, August 1973: `In the 8 months since he became PM, Mr Kirk has come a long way. His performance at the Commonwealth Summit talks in Ottawa provides the latest and perhaps the most striking evidence of the latent talent for leadership that lay smouldering during his long spell in Opposition.
The 32-nation Commonwealth conference marks Mr Kirk's entry into the \"big time\" international political scene. The news from Ottawa is that his shrewd - and successful - presentation of the NZ case for a declaration seeking urgent negotiations to end all nuclear testing has won him diplomatic plaudits and an international reputation as a negotiator'.
