Cartoon showing, from left to right, Premier Sir Frederick Whitaker, Treasurer Sir Harry Atkinson pushing an old nag from behind, James Macandrew, and William Montgomery, as bystanders. The cartoon is a street scene (Sydney Street, next to Parliament Buildings) with The New Zealand Times (newspaper) as a woman carrying a bag of ginger in the background, the old horse pushing through mud marked with words such as `Useless measures', `verbiage' and `party quarrels' as well as local government, consolidation, loan bills and native bills on its legs, and the participants commenting nervously about each other. Atkinson is worried about the N. Z. Times and the observers Montgomery and Macandrew and Macandrew is commenting (with a Scottish accent) about the parentage of the horse, called `Barren result' out of [Parliamentary] Session '82 by Taxation.
