Chiefs in ceremonial dress, Mulinu'u, photographed ca 1925 by Alfred James Tattersall.

From the 1870s the peninsula of Mulinu'u, on the western side of Apia harbour, became the venerated meeting place for the Samoan people, and the seat of the central Samoan government. Up until that time Mulinu'u had no political significance, and it therefore had the advantage of being neutral in its association with traditional Samoan power centres. It was also conveniently located close to the base of foreign power in Apia. Mulinu'u was also a place where royal persons were buried, and where Samoans gathered to seek justice or the attainment of their national aspirations.
