Description

The New Zealand Resident Commissioner, probably Colonel Robert Ward Tate, landing with his retinue from a small boat at Apia water front. Further out from the wharf, rowed by sailors, are two boats in attendance flying New Zealand flags. A group of Samoan and European officials wait to greet him. Photographed between 1919 and 1923 by an unknown photographer.
