Shows Sir Joseph Ward tying a peacock's feathers spelling "Dominion" to a kiwi's tail. Refers to the transformation of New Zealand from colonial status to a Dominion within the British Commonwealth and the reluctance of some New Zealanders to undergo this change, promoted by Premier Ward
Ward gained agreement to Dominion status for New Zealand at the 1907 Imperial Conference
