Description

Two men in a drunken stupor clutch each other and a lamp-post that represents parliament. One wears a top hat with the words 'Bank of New Zealand' on the band and the other a top-hat with 'Colonial Bank' on the band. In the background is the Parliament building with the words 'Prosperity Home' across its facade. Refers to the bank scandals of 1894/95 in which more government and shareholder money was pumped into the BNZ and its frozen properties were taken over and losses guarenteed by a state company. The Colonial Bank, which had regularly falsified its accounts, was taken over by the BNZ.

This cartoon is discussed in 'The unauthorized version' by Ian Grant - Page 54. A toper is a person who drinks alcoholic beverages (especially to excess)
