Robert Semple, as Minister of National Service, drawing the first marble (quota of 2000) in the Territorial Service ballot in Wellington. Voluntary enlistment for the Territorial Force ended on 22 July 1940 when all males between 18 and 46 became liable to be called up by ballot, administered by the National Service Department.
