Description

Robert Semple, as Minister of National Service, drawing the first marble (quota of 2000) in the Territorial Service ballot in Wellington. Also in attendance are, from left to right: Colonel O H Mead, DSO, Adjutant-General, the Hon F Jones, Minister of Defence, Mr J B Black, divisional clerk, Mr J S Hunter, Director of National Services, and Mr H L Bockett, assistant director. Voluntary enlistment for the Territorial Force ended on 22 July 1940 when all males between 18 and 46 became liable to be called up by ballot, administered by the National Service Department.
