The message is 'Alan Bollard, you are over 25, you have good skin, you haven't been brought up within the true faith, you are an outside taking over the Head of Trasury as capitalism reels from crisis to crisis all over the world - this tape will self destruct within 20 seconds'. Refers to perceptions that the new incumbent for Head of Treasury is in a difficult job. Also refers to a popular thriller television programme.
