This cartoon shows Deputy Prime Minister Hugh Watt as a security guard. He has a toothless guard dog called Industrial Relations Act, he is shining his torch on three burglars who are stealing from a building labelled NZ Industry. One of the burglars is telling the other two not to worry about the dog because it has no teeth.
