The cartoon shows Robert Muldoon standing on a bridge. He is throwing a dead animal, representing election promises, off the bridge and into the stream below. The animal has a weight tied to it's neck to ensure it sinks to the bottom. Refers to Robert Muldoon going back on his election promises as the budget is released.
