The image depicts a nightmarish scene showing Mike Moore, Minister of External Relations, who has just proposed a Private Member's Bill called The Constitutional Convention Bill which provides a process by which proposals for major constitutional change could be examined. In the cartoon Mike Moore, looking rather like Moses coming down Mount Sinai with the tablets of the Covenant, is stumbling down a stony hillside carrying two large tablets; on the first is written 'Constitutional reform. Revise Treaty of Waitangi. MMP.' and on the second are the words 'Written constitution. NZ a republic'. In the background are Maori doing a haka; their backs are to Mike Moore, though they are craning round and staring at him. In the foreground a cocktail party is in progress with a grim-looking Jenny Shipley, the Prime Minister, holding a glass of champagne. Near her are several other characters, including a nineteenth century military man. The New Zealand flag and the Maori flag are flying on either side.
