He is holding a newspaper with the headline 'Tania Harris leads massive march against disruption'. Muldoon is sitting at his desk reading a book entitled 'Picketing & the law'. Refers to the 'Kiwis Care' march organised by a young woman, Tania Harris, in Queen St, Auckland on 3 March 1981 in which thousands of people rallied to show their disatisfaction with continuing industrial disruption and strikes.
