The reason is that "the licences are proving to be more elusive than the fish they're trying to catch!" The Department of Conservation which manages the Taupo fishery with Ngati Tuwharetoa in December 2014 replaced the former paper-based system by introducing an online system for anglers to buy their licence and receive a digital copy. For those not having access to a computer obtaining a licence became difficult.
