Description: The cartoon shows an old disintegrating boot and a rhyme reads 'There was an old woman who lived in a boot, She had so many reoffenders, she didn't give a hoot...' Nearby is a newspaper with a headline reading 'PM defends boot camps despite most youths reoffending'. Context - The military activity camps, known as MACs, were launched in 2009 by Prime Minister John Key. The Ministry of Social Development has refused an Official Information Act request by The Press asking for the number of offences committed by participants before and after the camps. The cost of the camps is $36,000 for each participant. However, a spokeswoman for Social Development Minister Paula Bennett said: "Around half do not reoffend at all.
