Description: The Finance Minister, Bill English, dressed as Mother Hubbard, looks at the empty cupboard and tells her dog that there will be a surplus next year 'I promise',. The dog thinks that if there was not a surplus next year, Mother Hubbard will be 'losing a leg'. The Minister of Finance had announced that the annual budget for 2012 would have no extra funding, although Treasury had forecast economic growth in 2013.
