Description: A ship named 'Wages policy' has run aground against the heads of Jim Knox, leader of the Federation of Labour and David Thorpe, leader of the C.S.U. (probably C.T.U. = Council of Trade Unions) A tug named 'Further Wage Talks' chugs towards the ship; in it are PM Rob Muldoon and Minister of Labour Jim Bolger. Context: The 'Pacific Charger' had run aground on Baring Head in Wellington harbour and was proving difficult to salvage. At the same time the government's wages policy was in trouble.
