Description: Shows text of proclamation by J Ward, Minister of Industries and Commerce, surrounded by inset photo portraits of: W Lee (Baron Plunket), R J Seddon, J G Ward, the Mayor of Christchurch C M Gray, the Mayor of Dunedin J Braithwaite, the Mayor of Wellington T W Hislop, and the Mayor of Auckland A M Myers. Description: Shows Gerry Brownlee, Canterbury Earthquake Recovery Minister, next to a stack of paperwork labelled, 'building consents' where the C has been crossed out and replaced with an N to spell 'nonsents'. Text above reads, 'The Christchurch Silly Council,' a pun on Christchurch City Council. Brownlee says, "Time for a bit of constructive advice." Refers to International Accreditation New Zealand revoking the council's building consent accreditation citing an inability to bring its processes up to the required standard. Description: Shows in several cameos the process of rebuilding Christchurch. The Mayor Bob Parker and Minister for Earthquake Recovery Gerry Brownlee try to figure out where the trams will go. The architects have been thrown into a rubbish bin, Mickey Mouse and Goofy pass documents from one to the other, a huge iron removes broken buildings and bumps from the landscape, two men poke out each other's eyes in peer reviews and two other men try to decide which of several horrible colours goes best with liquefaction. Context: the problems associated with the rebuilding of Christchurch and a sense that the advice of architects is being ignored and important design decisions being made by incompetents and bureaucrats.
