Behind him, another councillor, Cameron Brewer, whispers 'Shh...Not so loud, Dick. I've got a few body parts in my travel bag.' He is grasping a parcel labelled "2012 4-day junket on Gold Coast'. Commentary from the artist reads "Dick Quax and Cameron Brewer have adopted an arch Puritanical rhetoric attacking Mayor Len Brown in Auckland.
