Many letters and words are missing but it appears to be appointing Mr Jeffares a life member of the Napier Railway Library 'in consideration of the valuable services rendered by you in the past'. The address appears to have been washed in the past. A number of complete words, some initial letters and some numbers, including the date, are missing.
