Description: The New Zealand Minister of Immigration Frank Gill reprimands a policeman for misunderstanding his advice on who to detain. The policeman is standing beside his police van full of dogs and holding a butterfly net. In April 1976 Frank Gill issued an immigration notice which was displayed in Post Offices and called for visitors who had overstayed their immigration permits to register between 10 April and 30 June 1976, without facing prosecution under the Immigration Amendment Act (1974).
