It has a large sponge foundation (ressembling cartoon character Spongebob Squarepants) floating on water and mud and attached to pole supports. A scuba mask and a mop and bucket are sitting on the building structure as it is so wet. It displays a sign reading sign 'CCC Limited proudly presents The 3rd World'. Refers to announcement that engineers design work done on four Christchurch buildings will be reviewed for neglience or incompetence although they were accredited by the Christchurch City Council. Description: In four frames, Christchurch Mayor, Bob Parker, and his wife, Jo Nicholls Parker, sit at a table with coffee and muffins and discuss a cunning plan that will enable them to preserve their celebrity lifestyle. Jo suggests that she stands for mayor as well and Bob agrees that then they will be able to stand in for each other. Refers to criticism of Christchurch Mayor, Bob Parker's wife's, involvement in his mayoral duties. Bob Parker has defended her involvement saying she has "worked really hard for this city". Apparently she has attended regular breakfast meetings with her husband and Christchurch City Council chief executive, Tony Marryatt. The mayoral elections happen later in the year.
