Description: Shows text of proclamation by J Ward, Minister of Industries and Commerce, surrounded by inset photo portraits of: W Lee (Baron Plunket), R J Seddon, J G Ward, the Mayor of Christchurch C M Gray, the Mayor of Dunedin J Braithwaite, the Mayor of Wellington T W Hislop, and the Mayor of Auckland A M Myers. Portraits of the King and Queen are at the top. Also featured are inset scenes of a Maori with spear, harvest and farming scenes, fishing, shipping, industry and arts, and at bottom a picture of the exhibition buildings.
