An aerial view of state houses in Pomare, Lower Hutt Housing New Zealand rentals were being undercut by the private sector. This meant that they could not tennant all their housing stock. Low income families were also moving to cheaper private accommodation. As a result HNZ stated that it would cut rents by 14 percent.
