Description: Shows a map of the North Island with shading for Lands disposed of, Crown lands, and Native lands. The text argues that the locking-up of native and crown lands means that settlement is blocked, prosperity is retarded, commercial and industrial progress is hampered, agricultural and pastoral resources are remaining undeveloped, would-be settlers cannot find homes, and merchants and traders and the general community is seriously affected.
