Another replies that it is to shelter them from the next Urewera raid. The actions of the police raid in 2007 on Ruatoki over the issue of a possible terrorist training camp, as was confirmed by the findings of the Independent Police Conduct Authority in 2013, destroyed a lot of goodwill between them and the local Tuhoe people.
