Description: There are three scenes in this cartoon. In the upper right a public servant is telling another that he is still making his submission to cabinet on his usual dozen sheets of paper but only giving them three sheets, picked at random, because they will never notice. In the lower left a man is telling Muldoon that the reduced demand for paper will threaten the viability of the Kinleith paper mill and that the mill is demanding $10 million. In the lower right Muldoon is speaking to parliament. He says he was hoping to announce substantial tax cuts but a four page budget wouldn't allow space.
