Laurent Fabius's statement, following the publication of the Tricot Report, did not apologise to New Zealand for the bombing of the Greenpeace ship, the Rainbow Warrior, in New Zealand territory. He is thinking to himself 'Who needs ANZUS?' Moving towards the man are four arrows representing the, Russians, Indonesians, Chinese, and French.
