Description: Charles Christopher Bowen was born Milford, Co Mayo, Ireland, educated for some years in France, and England (Rugby & Cambridge). He came to New Zealand in the Charlotte Jane, arriving Lyttelton Dec 1850. In 1852 he was appointed inspector of police. In 1860 he crossed the Andes with Clements Markham. On returning to Canterbury, was appointed resident magistrate at Christchruch. Was appointed to the Legislative Council and later became Member of Parliament for Kaiapoi (1875) and was Minister of Justice and Commissioner of Stamps. When asked what are we going to do about it, Key proposes that they make her Minister of Education. Refers to Hekia Parata, who was appointed Minister of Education in December 2011, and immediately sparked controversy with her planned policies to increase class sizes, merge Canterbury schools, and most notably, the introduction of the doomed Novopay automated school payroll system, which has resulted in thousands of teachers receiving either too much, too little or not being paid at all.
