Shows a man labelled 'Council' falling off a horse labelled 'Canterbury Club'. A Middle Eastern man labelled 'Public opinion' is holding a sign which reads 'Latimer Square site. Very nice, very sweet, very clean.' Above him is a mirage of the Christchurch town hall. At the top of the cartoon are the words 'An Arab's farewell to his steed.'
