Shows Jim Bolger, strolling along whistling happily as he walks towards the polls. Strapped to his left leg, with his face buried in Bolger's leg, is a very small bound man carrying a flag marked "United". The man is realising the limitations of of being a minor partner in government coalitions. Refers to government coalitions.
