Words in a scrap of newsprint glued to the cartoon read 'Government "belt-tightening" measures were designed to "anchor the pants" more firmly in position, the Minister without portfolio (Mr Seath) said today'. The third scene shows a man leaning back in a chair with his eyes closed and feet up in front of a window. There is a view of a forest out the window and a bottle of 'eye strain lotion' next to him. The final scene shows a man in a rowing boat with a rain coat and hat on. He has been grounded on a hill and is looking up to the sky for rain.
