Carter joined the Department of Native Affairs, Territory of Papua New Guinea as a Cadet Patrol Officer in 1958. He served in a variety of locations including Okapa and Gumine and in various roles including patrol offier, public relations officer, Assistant District Commissioner, and advisor to the local government council at Ambenob.
