The croupier is asking for bets on the roulette wheel. The squares are marked, Bahrain cool store, aluminium, steel and Bill Birch, Minister of Energy, is placing his bet (the NZ taxpayer) on the square marked synthetic petrol. Muldoon watches from the rear. This is one of the 'think big' energy projects.
