Hall arrived in Canterbury in 1852 and was a member of the Canterbury Provincial Council for most of the period up to the abolition of the provinces in 1876. He was also a magistrate, a commissioner of police and Mayor of Christchurch at varying times during this period. He was called to the Legislative Council in 1863 but resigned in 1866. He represented Heathcote in Parliament and was Postmaster General in the Stafford Ministry. In 1879, while representing Selwyn, he became Premier. He resigned in 1882 and was knighted in the same year. He was a strong supporter of women suffrage and was instrumental in ensuring the success of that legislation. He left Parliament in Nov 1893. He farmed at Terrace Station, near Hororata in Canterbury, for most of his life.
