The operating theatre is the Founders Theatre, Hamilton, where the election opening address is to take place. Muldoon is being given a 'bionic eye, for seeing all opponents as Communists', and 'Bionic legs for riding roughshod over rivals', a 'bionic arm for extracting taxes'.
