Description: Premier John Ballance as a New Zealand Santa Claus with a bag of scrolls around his neck and a Christmas stocking full of scrolls in either hand. In the right-hand stocking which is labelled 'Labour' are bills headed 'returning population', 'more work and better wages', 'good markets for produce', 'cooperative contracts', and 'wise land laws'. A working man has come out of the 'cottage of content' dancing with joy and waving his hat in the air. In the left-hand stocking which is labelled 'Capital' are bills labelled 'dividends once more', 'no more land monopoly', 'general prosperity and revived trade' and 'Shophours Act'. A very fat businessman who has come out of 'Guineapig Hall' scowls furiously. Ballance was also responsible for the establishment, in 1891, of the progressive land tax and progressive income tax. He was widely praised for his handling of the economy, which expanded greatly during his term.
