Interview with Brian O'Brien

Description: Brian O'Brien was born in Christchurch in 1944 and grew up there. Describes a traditional Catholic upbringing including attitudes to discipline, religion, alcohol, women and sex. Began public service career in 1963 as a clerk with NZ Electricity Department. Joined Forest Service as a clerk in 1966. Remained in administrative positions in various district and conservancy offices until taking voluntary severance from NZ Forest Service in 1987. Prior to leaving Forest Service was Assistant Conservator of Forests (Administration), NZ Forest Service, Palmerston North. Comments on the closeness of forestry villages and the fairly closed world that they represented. Talks about racial integration and politics in the Forestry Service. Mentions the McLean Report (by Ian McLean), 1978 and its proposals for the Service. Describes the levels of administration (Forest rangers; Conservancy/district; Headquarters) and relationship between conservancies and Head Office. Talks about conservators' work. Describes the expectation that the Forest Service would employ the unemployed. Comments on the role of the Forest Service in the community particularly in the 1960s and 1970s. Gives views on Ministers of Forestry including Venn Young and Koro Wetere. Describes industrial relations. Outlines his own career. Talks about joining the Forest Service as a junior labourer and being in the timber cruising party from 1950-1955. Describes its work measuring and recording all the millable (mostly native) trees. Recalls being on a job for up to four months and staying at the sawmill or at a bush camp. Comments on islolated conditions and talks about the staff. Recalls magnificent totara and rimu in Western Bay, Taupo. Notes the Forest Service awareness of Maori land. Describes going on a working holiday to England from 1956-1959. Talks about his wife who came out from England with him. Describes becoming a leading hand with the Forest Service in Rotorua from 1959 to 1965. Description: David Viles was born in Feilding in 1949. Talks about growing up on a small farm and being the second of six children. Notes that his father also did labouring work. Comments on his mother's important role within the family. Talks about living conditions. Describes attending Feilding Agricultural High School and winning a scholarship to go to Forestry School at the University of Canterbury. Recalls lecturers and life at Forestry School. Comments on the rivalry between foresters and rangers and the problem of two separate training programmes streaming into one occupational group. Describes a strong camaraderie among the labour workforce in the Forest Service in the late 1960s and early 1970s. Talks about the forest camps, communal living in single men's huts and the effect of the PEP programme on these camps. Recalls being a forester at Ashley Forest and his work advising on planting, pruning and thinning. Comments on the role of the regional Conservator, the lack of local flexibility in terms of decision-making and the bureaucracy of Head Office. Notes that Andy Kirkland was beginning to make changes, including implementing the amalgamation of foresters and rangers, when corporatisation happened. Explains some of the reasons for corporatisation including the demand from Treasury for greater efficiency and the pressure from environmentalists opposing multiple use of forests. Describes becoming District Forester at Masterton where the emphasis was on recreational use of forests and soil protection of native forests. Talks about shifting to Golden Downs, a large exotic forest, before becoming Principal Forester at Head Office. Mentions Director General Mick O'Neill and Ministers of Forestry including Colin Moyle, Venn Young, Jonathan Elworthy and Koro Wetere. Comments on a plan to amalgamate the Forest Service and the Department of Lands and Survey and the potenital clash between the preservation oriented Lands and Survey and the multiple use-oriented Forest Service. Talks about his current position as South Island Manager of Timberlands. Dated from assesment of the women's dresses. This image has been reproduced in three publications (as at February 2003): in "The era of the bush tram in New Zealand" by Paul Mahoney (1998, p 51); in "Rails through the bush" by Bob Stott (1973); and "The bush tram to the mill\" by Bob Stott (1981, p 51). The information given in Paul Mahoney's book suggests that this is a picnic party (as given in a pencilled inscription beneath the original print in Godber Album Vol 109, p 47 (PA1-q-102)); but Bob Stott suggests this conveyance was "used to bring bush camp families out to the relative civilisation of the mill settlement and the like".
