Shows Labour's Finance Minister, Michael Cullen, taking money from Health and Education to top-up the Government's Superannuation Scheme and then borrowing money to fund Health and Education. This is to show people that the Government is not borrowing to fund the Superannuation Scheme. Shows the Alliance Party waka spliting apart with rowers rowing in two different directions. Comment on Israel blaming Yasser Arafat and the Palestinians for the devastation caused to Palestine by the Israeli military. A central figure in the shape of a devil, wearing a medal marked 'Guardian deity of Australia' is ladelling the word 'honora[ble]' from from a barrel marked 'Handles for colonial pots, not for exportation, N. B. cheap and nasty'. The devil is reading a letter suggesting it should 'Give those fellows a handle to their confounded names'. Three men on the left have already received 'Honourable' in front of their names. From left they are Tom Reynolds, H. Strangways and Arthur Blyth. On the right Chief Justice Hanson is handing another man a certificate, while George Marsden Waterhouse, Premier of South Australia, awaits his turn behind.
