Description: Cartoon shows a man who was about to read a joint statement at the Commonwealth Summit. However the paper is shaken from his hands because the "South Africa" rug he was standing on is being violently shaken by the arms of (Margaret) Thatcher, seen at the extreme right. Thatcher declares "It's called free speech". This implies that Margaret Thatcher undermined the decision reached by the Commonwealth Summit members regarding South Africa.
