On 3 November 2013 the Labour leader, David Cunliffe, announced the party's plan to establish KiwiAssure if elected to government in 2014. The Insurance Council and the government both hit out at Labour's policy of a state-owned insurance company, calling it ill-conceived. (KiwiAssure was a proposal for a state-owned insurance company, launched at the Labour Party confence in November 2013).
