Description

Cartoon shows a woman who says, "I thought cyber bullying was a crime..." and a man replies, "It depends who's doing it." Accompanying note from the cartoonist states, "It seems likely that spy agencies [and many others] not only surveille citizens' private communications but interfere with them as well. Effectively it's cyber bullying but - we must take their word on it - in the interests of state security."
