Commentary from the artist: 'An army of "Backlog" workers is being hired to work through Novopay. It's the inverse of the government's original "larger class sizes" policy that had been proposed for schools. My cartoon shows Minister Steven Joyce referring to Hekia Parata's failed proposal re "larger class sizes"'.
