The cartoon depicts the the Chief Executive of News International, Rebekah Brooks and media mogul, Rupert Murdoch, who is Chairman and CEO of News Corporation. Context - The phone hacking scandal in Britain that broke in July 2011. Rebekah Brooks was the ditor of News of the World in 2002 when the paper hacked into the voicemail of then-missing 13-year-old Milly Dowler. Rupert Murdoch shut down 'News of the World' as soon as the scandal broke.
