Shows a small boy with a bucket and spade digging in sand. He is looking over his shoulder at an inspector who is watching him from a clump of grass nearby. There sign on his left which says "Iron and steel industry site". Refers to the New Zealand Steel Investigating Company claiming that ironsand deposits should be reserved by legislation.
