Description

This cartoon features three scenes related to water shortages in Wellington. In the first a man hand holds the hose to fill his swimming pool. In the second a council engineer warns that greater demand could tax pumping facilities and in the final scene Prime Minister Rowling talks about New Zealand's liquidity crisis with the cabinet and Finance Minister Tizard suggests taxing pumping facilities
